The Indigenous Peoples’ Secretariat (IPS) was established in 1994 as an institution supporting the Indigenous Peoples’ Organizations under the Arctic Environmental Protection Strategy. The 1996 Ottawa Declaration mandated the IPS to continue under the framework of the Arctic Council. In 2016, the IPS became an entity within the ACS with the main task of facilitating the participation of Indigenous Peoples’ organizations in the work of the Arctic Council, and reporting to the IPS Board. The Executive Secretary of IPS is responsible for the daily management of the Secretariat, including the supervision of the IPS Advisor.
